Goal 17 of 17 Strengthen the means of implementation and revitalise the global partnership for sustainable development.
Goal 17 is the enabler: without finance, technology, trade, data and cooperation, none of the other sixteen Goals can be delivered. The financing gap tells the story — developing countries face an annual investment shortfall of about $4 trillion to achieve the SDGs.
Debt has become the binding constraint. Total external debt reached a record $8.9 trillion in 2024, and interest payments alone climbed to $415.4 billion. High servicing costs pull money away from schools, clinics and climate action, and many low-income countries are already in debt distress or at high risk of it. Official development assistance, meanwhile, fell by 7.1 per cent in real terms in 2024 to $212.1 billion — the first decline in five years.
Technology and data divide the world just as sharply. Although internet use reached about 68 per cent of the population in 2024 (up from 40 per cent in 2015), roughly 2.6 billion people — disproportionately in the least developed countries — remain offline, and fixed broadband averages only 20 subscriptions per 100 inhabitants. Many national statistical systems are still too poorly funded to track progress on the Goals at all.
Goal 17 asks for fair trade rules and market access for developing countries, technology transfer and capacity building, a more effective debt architecture, and reliable, comparable data so that progress — and failure — can be seen.
